You will need to take the titles of both the ski and the trailer to the dmv to register them and get the plate for the trailer and the reg sticker and numbers for the ski.
The Department of Motor Vehicles where the ski is located can issue a new title, but they'll need to perform a title search first. If the ski turns out to be stolen, whoever "owns" it at that time is simply out whatever they paid for it. It will be confiscated and returned to the owner of record. Depending upon the state you're in you may need the title in order to register the jet ski. If the previous owner was the last title holder on record then you can get a new title issued in your name, but if the ski was ever stolen or even abandoned, then the bill of sale won't be worth the paper it's printed on.
The seller who currently has the jet ski should be the one you want to get a free and clear title before you buy from them.

Well, I own a 1996 Sea-Doo GTI and a 2007 Sea-Doo RXT, I love both and have never had a problem with either

1) unplug all plug wires from spark plugs and remove all spark plugs
compare your "dry" readings for each cylinder with the manufacturers specs
2) install compression gauge in first cylinder
3) spin engine over with the starter until needle stops gaining pressure (may need a small battery charger connected)
4) record reading
5) remove gauge
6) release pressure on gauge
7) repeat steps 2-6 on each cylinder
9) if you have some low readings, start over but this time add a teaspoon of engine oil into the spark plug hole before you install the compression gauge
10) repeat on all cylinders, recording the readings as you go
Note: a low "dry" reading could indicate bad rings, cylinder, head gasket or valves……
but if the "wet" reading pressure comes up to near normal… it is usually the rings
